JURY AND RESOLUTION.
1.- Composition:
The Jury will have the following members:
President: Mr. President of the Alicante Provincial Council or the Provincial Deputy to whom he or she delegates, either generically or specifically, for one or more specific sessions.
Secretary: Amparo Konix Frasquet, secretary of the Alicante Provincial Council, appointed by the contracting body. She will have a right to speak but no vote.
Alternate: Encarna Martínez Espuch, Head of Documentation and Administration Services of the Architecture Department of the Alicante Provincial Council, appointed by the contracting body.
Vocals:
- David Chipperfield, an internationally renowned architect, was appointed by the Contracting Authority of the Alicante Provincial Council.
- Lucía Cano Pintos, architect appointed by the contracting body at the proposal of the Higher Council of Colleges of Architects of Spain.
- Fuensanta Nieto de la Cierva, a national (and international) architect appointed by the contracting body at the proposal of the Official College of Architects of the Valencian Community (COACV)
- Jaime Sanahuja Rochera, an architect from the Valencian Community, appointed by the contracting body at the proposal of the COACV.
- Rafael Pérez Jiménez, architect and director of the Architecture Department of the Alicante Provincial Council, appointed by the contracting body.
- Julio Sagasta Sansano, municipal architect of Elche, appointed by the contracting body at the proposal of the Elche City Council.
Substitutes for the Vocals:
- 1st Alternate: Iván Martínez García, architect of the Alicante Provincial Council, appointed by the contracting body.
- 2nd Alternate: Ángeles Zamora Esclapez, municipal architect of Elche, appointed by the contracting body at the proposal of the Elche City Council.
2.- Functions:
The functions of the Jury will be:
- Opening of the proceedings, drawing up the corresponding minutes, which will also reflect the rejected proposals with reasons for their exclusion.
- The final admission of the works.
- The monitoring and enforcement of the strict anonymity under which the documentation corresponding to the first phase will be examined.
- Review of the submitted works, deliberation sessions, decision-making process, preparation of the minutes, and the final report. Prior to the examination, any graphic or written documentation not requested in the call for entries or that does not meet the requirements expressly stated in these Rules will be excluded.
If any action related to any of the jury’s duties is necessary, it will be duly reasoned and the corresponding minutes will be drawn up.
3.- Resolution:
The jury will award a first prize, which will also include the project commission, a second and third prize, as well as first and second runner-up prizes, in accordance with these rules. It may also award any mentions it deems appropriate.
Decisions will be made by a simple majority of votes.
All decisions of the Jury will be irrevocable, final and unappealable.
The first prize of the competition may be declared void.
